This paper provides a descriptive and comparative assessment of eco-innovation performance across EU Member States over the period 2014–2024, using the Eco-Innovation Index (EII). The analysis draws on official EU-27 time-series data and employs descriptive statistical measures to examine cross-country dynamics, complemented by ranking and change analyses to identify leading, lagging, and catching-up countries. The results indicate a clear upward trend at the EU level, with the EU-27 aggregate index increasing from 100 in 2014 to 127.5 in 2024. Cross-country statistics point to broadly shared progress, as both the mean EII rises from 90.31 in 2014 to 120.88 in 2024 and the median from 84.7 to 116.5. Nevertheless, substantial heterogeneity persists, as evidenced by the wide range of values in 2024 (min 58.8 vs max 180.8). Finland, Denmark, Austria, Luxembourg, and Sweden lead the 2024 ranking, while Bulgaria, Hungary, Poland, Romania, and Greece remain at the lower end of the distribution. Long-run change estimates point to rapid improvements in countries such as Lithuania, Ireland, and Malta, contrasted with modest increases or even decline in some cases (e.g., Romania). Overall, the findings suggest strong aggregate progress alongside persistent structural disparities, bringing into discussion the need for differentiated policy support and further research into the underlying drivers and component dimensions of eco-innovation performance.

Keywords: eco-innovation; Eco-Innovation Index; European Union; circular economy.

JEL Classification: O31; Q55; Q56.

Download article

ECO-INNOVATION PERFORMANCE IN THE EU-27: A DESCRIPTIVE AND COMPARATIVE ANALYSIS BASED ON THE ECO-INNOVATION INDEX Alina LUP, Mariana SEHLEANU, Marius-Gelu PAUL 1 Doctoral School of Economic Sciences, Faculty of Economic Sciences, University of Oradea, Oradea, Romania 2 Department of Economics and Business, Faculty of Economic Sciences, University of Oradea, Oradea, Romania alinutalup7@gmail.com ; marietasehleanu@gmail.com; pmarius101@yahoo.com […]

[18
